University of Central Lancashire (UCLan) is set to review its advertising and marketing services framework.

According to the tender advertising notice it is expected that nine agencies will be involved in the framework agreement, although Joel Arber, director of marketing for UCLan has said that he wishes the framework to be 'a small roster of three or four agencies'.

The appointed agencies will agree a four-year-contract to provide creative, marketing and advertising services and achieve its strategic recruitment and reputation objectives.

The framework will be divided into three lots; one for creative and planning leadership, with an agency partner working closely with the internal marketing team to develop its marketing strategy.

That agency is expected to demonstrate a capacity for strategic thinking, its use of customer insight which will drive brand and campaign planning, and an excellence in creating advertising and marketing concepts for the University.

The second lot will see the appointment of an agency to oversee the University’s digital creativity and strategy where the will be expected to display creative excellence in digital media and work to stringent accessibility guidelines, while also developing social media channels and maximising measurable returns from the work undertaken.

Web/Microsite design experience is also understood to be seen as an added advantage to applicants.

The third and final lot is for the provision of design services and will see one or more agencies appointed, working to create brand identities and guidelines, corporate literature, advertisements, B2B/sales collateral, point-of-sale, brochureware and direct marketing.

The framework will not include PR and media planning or buying services, although the roster will be expected work alongside the existing suppliers in those disciplines.

The contract will be awarded for an initial period of two years, with two potential 12-month extensions also possible, beginning on 1 May 2011 and potentially ending on 30 April 2015.

Between five and 20 agencies will be involved in the tender process, while, at the time of writing no budget was indicated.

Requests for tender documents should be made by 24 November.
