Centro, the West Midlands Integrated Transport Authority, has put a framework for media services to tender, featuring four lots.

Centro intends to award a framework for media services – valued at between £3m and £8m – in order to approach the market efficiently by grouping similar works and services into one tendering exercise.

The four lots are: media planning and buying; radio broadcasting and sponsorship; digital consultancy; and design services.

The agency for the first lot will provide planning and buying solutions across all media, from press and outdoor through to digital and direct response in order to optimise marketing campaign performance.

The second lot will require radio broadcasters that transmit across the West Midlands region, to write and develop briefs for radio air time campaigns and multimedia platforms to optimise marketing performance.

The digital consultancy lot will see and an agency appointed to help Centro’s digital communications strategy and integrated marketing campaigns.

The fourth lot, for design, will contain two elements: agencies will be required to provide creative concepts and take them up to artwork stage, at which point production will be continued in-house by Centro; and on occasion, agencies may be asked to manage and provide full production services to support major campaigns.

The time limit for receipt of tenders or requests to participate is 5pm on 20 December 2013.
