Eastbourne Borough Council is to tender for the development of a website, marketing and handling for the introduction of a loyalty card scheme from 2014 which will aim to promote local commerce.

The scheme will aim to be in place by April 2014, with various types of loyalty schemes set to be considered, which the council aims will be a discount one with a technological concept in order to capture transactional data to direct customers spend, better target offers and promote the goods and services of local tradespeople.

The main function of the scheme will be to encourage people to shop locally in a bid to support the local economy and increase footfall into the town centre.

A dedicated website will be developed as the heart of the scheme which will be ‘self sustaining’ with the contract award set to run for five years, with the potential of a two-year extension.

Three lots will be created following the tender to run the loyalty scheme itself, develop a loyalty scheme website and to handle marketing for the scheme.

Requests to participate should be submitted by 10 December.
