The Institute of Practitioners in Advertising (IPA) has welcomed the report calling on the Government to scrap the Central Office of Information (COI) in favour of a new communications body.

Earlier today, a report by permanent secretary for Government communications Matt Tee for the Government, advised that the COI should be replaced with a new unit, resulting in the loss of 1,000 jobs in an effort to save an annual sum of £50 million.

Reacting to the report, Hamish Pringle, director general for the IPA, commented: “There is no doubt that public sector advertising saves lives, improves the health of society, and as a result saves money. We are therefore pleased to see that the vital role that the COI plays will continue, albeit under a new name and structure, and welcome the rigour that the Coalition is bringing to bear on public service advertising.”

The report also recommended that the Government implement a payment-by-results system for its marketing suppliers.

“In terms of payment by results, the IPA has always welcomed the idea of a professionally run payment by results system, as long as it’s not a cover story for discounted margins. Agencies who have won IPA Effectiveness Awards for their COI and Government campaigns will have nothing to fear from this,” added Pringle.
