BBC Trust chairman Lyons outlines 'more open' strategy for BBC

Sir Michael Lyons, outgoing chairman of the BBC Trust has said that the broadcaster will look to better communicate with ‘commercial operators’ such as ITV, Sky and Five for the first time as part of a new strategy.

Writing in The Guardian, Lyons said that senior management would now seek industry reaction to its initiatives which have ‘particular market sensitivity’ and are likely to involve ‘significant change’.

“This will be alongside a formal programme to canvas opinion among the industry about how the BBC has performed over the year, with details published in the annual report and accounts,” wrote Lyons who added that 25% reduction of spend in the BBC’s digital operations would also take place, alongside ‘tighter’ editorial control and biannual briefings to chare its plans and consult on its plans.

“Above all else, the new strategy will lead to a more distinctive BBC, which focuses more sharply on content that can't be found elsewhere, based around clear editorial priorities, while balancing the need to continue to serve all audiences,” he explained.

“This focus on distinctiveness won't just be a win for audiences. It will also help deliver greater certainty for other broadcasters who won't feel the BBC is encroaching unduly into their territory.”

Lyons has also said that the strategy would include the annual publication of a business plan and budget for the BBC to create a ‘more open’ and ‘collaborative’ organisation.
