it seems to me that Osborne is taking the easy way out in capping tax relief on all charitable donations instead of getting to grips with identifying what are and what are not genuine charities. HMRC is barely fit for purpose as can be seen by Dave Hartnet's sweetheart deals with Vodafone amongst others.
