Ofcom has today said in a report that it cannot stop ITV and Channel 5 cutting back on public service broadcasting (PSB) if they want to, adding that best option to guarantee that ITV and Channel 5 continue delivering news is to renew their licences.

The report seeks to ‘inform the Secretary of State about the options currently available to him in relation to the licensing of Channel 3 and Channel 5’, with three options available.

The choices are to allow Ofcom to proceed with the licence renewal, which could result in another ten years being added to the licence from 2015; to block licence renewal and result in ten year licences to new licensees; or to extend the existing licences for a period of his choosing.
