Moray Council seeks digital agency for online game development

Moray Council is seeking the services of a digital agency for the development and hosting of a website which will allow the public to engage in its budgeting process.

The successful applicant will be tasked by Moray Council with the development of a website which is interactive and designed to attract and retain the interest of young people in the budget process.

The council envisages that in order to engage young people, the software used will require a ‘sophisticated’ gaming element to the design and that the supplier will produce real-time, visible outcomes from any given budget actions, similar in concept to the ‘Sim City’ series.

The site will also include a facility for actions, outcomes, scenarios and comments retained a game result, which will be forwarded to the council for consideration as part of a budget consultation process.

All information will be provided by the council to produce budget headings and totals which will be used in the programme, and which will change annually, despite the headings being constant.

Council staff will work with the successful tenderer to provide this data.

The budget for funding this project is £31,000 with the contract expected to be awarded by 31 July, with the website due to be in operation by November with the contract award lasting two years, with a possible one-year extension as part of the hosting process.

Deadline for requests to participate will fall on 4 May, with invitations to tender set to be dispatched on 14 May.
