Scottish Government issues first Cluster tender

The first tender to the Scottish Government’s marketing services agencies under the newly introduced Cluster structure has gone out.

The first tender to implement the structure will be the Health Improvement Social Marketing strategy which will aim to empower and enable health improvements across alcohol, tobacco, physical activity, diet, breastfeeding, wellbeing (mental health improvement) and sexual health.

The ITT was issued last week and will cluster the marketing for ‘Risk Behaviour which includes Alcohol, Sexual Health, Smoking and Long Lasting reversible Contraception.

Marketing agencies have been briefed to submit their tenders by 12 February with a budget of between £1million and £1.5million over 2010-2011 covering media, production, creative fees and associated costs.

The Government has chosen to introduce the new Cluster system having discussed with the roster agencies the problems they faced over continual tendering and pitching through the new procurement regulations.
