Second Scots Public Service advertising framework to be created

Invitations to Tender have been issued as the Local Authorities of Scotland look to create a second Scottish advertising services framework, in line with that already running from The Scottish Government.

The tender, which is being handled by procurement service Scotland Excel, is seeking advertising service providers to service ‘various establishments of Scotland Excel Member Councils’ which include NHS Scotland Health Boards, Special Health Boards and the NHS Scotland Common Services Agency (NHS Scotland).

Also included will be Strathclyde Police, Strathclyde Fire & Rescue and Glasgow Housing Association.

Nine agencies are being sought for the three year contract which has an estimated value of around £42m.

The award criteria for the contract will be Financial – 60%, Service – 20%, Quality – 18% and Contract administration – 2%.

Services needed include Recruitment Advertising, General Advertising and Ad Hoc Advertising/Special Projects.

Deadline for applications falls on 04/09/2009.

The Scottish Government is already running a largescale marketing services framework which works with Health Scotland, NHS24, Blood Transfusion Service, Quality Meat Scotland and other Government Departments.
