Scots Gov print & publishing services contract PQQ looms

The Scottish Government has explained the role of the Design, Print, Publishing and Associated services (DPPA) framework as the PQQ deadline looms.

The DPPA contract, estimated to be worth between £130m-£170m over four years, has been held by RR Donnelly since August 2004. Following the tender process, the successful company will provide publishing services to the Scottish Government.

The Scottish Government has explained the differing roles that the contract will cover, outwith the design element of the recently appointment marketing services framework after members of the industry approached The Drum with the query.

Agencies have expressed concern that this new contract could take away public sector design work from those that recently made it onto the Government's marketing services framework following the lengthy and time-consuming process.

However, a spokesperson for the Government explained that; “The design roster offers services to support corporate identity, and advertising and marketing activity. This includes brand identity, both creation, development, and implementation, and design for print/promotional material and online images related to advertising and marketing campaigns and events.”

They continued: “The publishing roster includes design, both within the managed services capability and as a stand alone service. The managed services capability offers a one stop shop for users wanting all or most aspects of their publishing requirements to be managed by a single contractor responsible for the project management of the job.

“The stand alone design roster offers services for users who prefer to manage this aspect of the job themselves, and is intended to provide design for printed publications and online publishing. Such output would normally, but not exclusively, be annual reports, consultation documents, and promotional and information material not specific to individual marketing campaigns.”

They concluded by explaining: “Design agencies are not excluded from being on both the marketing services design roster and the two design variants of the publishing roster.”

The Invitiations To Tender second stage of the process is expected to get underway at the beginning of May.
