Swinney admits 'focus on cost savings' with Scottish Government framework

Following the announcement of the Scottish Government’s new marketing services public sector framework, cabinet secretary for finance and sustainable growth, John Swinney has said that the reason for the new list is to ‘focus on cost savings.’

The framework has grown from three disciplines to seven – marketing services, research, events, PR, digital, design and direct marketing – with more agencies now able to work on Government communications and events than ever before.

Working with a similar budget ranging from £40million to £80million from 1 January 2009, the number of agencies has increased to include 50.

In a statement, Swinney spoke of the need for the much delayed procurement procedure: “Procurement can make a significant contribution to sustainable economic growth in Scotland. We must deliver benefits to the people of Scotland through value for money for taxpayers, improved services and economic opportunities for our businesses. That is what this Framework will do.”

He continued: “We are committed to maximising efficiencies so the focus is on cost savings. Those appointed will be asked to meet exacting standards and I am confident the Framework represents the best that the marketing and communications industry can offer.”

The agencies on the roster will also work with a greater number of Government agencies, NDPB’s and health boards.

Meanwhile, leading the framework will be Roger Williams, head of marketing for The Scottish Government, who has written for the next issue of The Drum a piece explaining some of the decisions made on the procurement of the framework.
