COI to review altered £5million marketing roster

The Central Office of Information (COI) is to review its agency roster for its communication, marketing and branding frameworks, worth up to £5million a year.

The current framework, which was introduced at the beginning of 2005 will be replaced by three new networks which would cover internal communications, marketing, brand and strategy and external engagement and facilitation and will be based on the external skills which the COI’s clients believes they will need over the next four years.

With the introduction of the new frameworks, agencies will now be given the chance to compete for government and public sector work, while avoiding the procurement process for every contract, which could prove time consuming and costly.

New EU regulations will now see suppliers on the framework ‘which are capable of performing the proposed contract’ all invited to compete for each piece of business. Previously only a small selection would be invited.

All agencies will be appointed following ‘a rigorous procurement process on the basis of proven success in the necessary specialisms.

As featured previously by The Drum, The Scottish Government is currently under going a similar process following the expiry of its marketing roster, and will also be altering its format. As a result, it received 462 agencies applications across a wide number of disciplines which has seen it postpone the final decision until December.
