The Scottish Government’s online recruitment portal is to launch at the end of May, the Convention of Scottish Local Authorities has confirmed.

However, It willl not replace newspaper advertising to become the sole medium for council recruitment, they claim.

The portal was approved by all 32 Scottish Councils in February and will be adopted across Scotland from the launch date.

Newspapers have expressed concern that the launch will badly hit their recruitment advertising revenue, with one daily understood to be preparing to absorb a drop of as much as 20%.

“There will still be room for an element of newspaper advertising,” said COSLA’s David Kennedy, “Councils will do both, but I can’t give you a percentage.

“There is a principled commitment to continue with newspaper advertising.”

Simon Fairclough, director of the Scottish Newspaper Publishers Association, said his members were monitoring developments.

“We met with COSLA earlier in the year and had constructive discussions regarding the introduction of the portal. Despite the obvious threat to industry revenues, what was encouraging was that the strengths of local newspapers as an advertising medium were well understood. The portal appears to be as much about brand building for local government as about saving money.

“We hope that council budget holders will see best value in working in partnership with their local paper.”
